    Ostransky grew up in a Jewish ghetto on the Lower East Side in New York city, the son of Russian Jewish immigrant parents, Max Ostransky and Sophie Ostransky (née Friedman). Ostransky's father, a saloon owner during prohibition known to the neighborhood as "Sharkey", had greater aspirations of success for his son Leroy as a violinist.

    Leroy Ostransky was born in New York on January 17, , to Russian immigrants. In his memoir, Sharkey’s Kid, he recounted his difficult childhood growing up on the lower East Side. His family made whiskey during Prohibition in the back of the saloon they owned.
      His composition teachers were John Cowell, Leroy Ostransky, John Boda, Ernst von Dohnanyi, Philip Bezanson, and Richard Hervig.
    A professor emeritus of music and composer-in-residence at the University of Puget Sound, Ostransky composed five symphonies, a comic opera titled “The Melting of Molly,” and three.
